Where are the sweepers ?

The villages are becoming filthy and uninhabitable because of lack of sanitation.

• Dirty drains , garbage dumps, and diseases ready to spread.

• No budget for buying chlorine, bleaching powder, phenol.

• There are no people’s representatives and special officers don’t bother.

• There are no funds in Panchayaths,…. The central funds which should have been two thousand crores are not released.

• There are many  obstructions by the state finance dept on the spending of Panchayath funds.

• The  ministry of Village Development and the Panchayath Raj is being managed by  the ruling party at the centre even then the villages and the Panchayaths are left to their deserts.

The minister for Village Development Jairam Ramesh and the minister for  Panchayath Raj Kishore Chandra Dev at the centre are  both from our state However all the villages and the panchayaths are filled with stinking smells. 

There is no sanitation anywhere . the garbage dumps are growing bigger and bigger the drains are overflowing on to the main roads with no one to clean them.  All this because there are no funds for the Panchayaths since one and half years either  from the centre , or the 13th Finace committee, or  the state finance Dept. Since one and a half year the funds to the tune of 2000 crores were not released by the centre.

The state govt is releasing only an average grant in instalments which is not at all sufficient. The house taxes collected in the panchayaths cannot be used for sanitation because the Govt is putting many restrictions.

The reason is that there are no people’s representatives since one and a half years in the panchayaths.

Restrictions on the use of funds

There are 21,865, Panchayaths , 1104 mandals , 22 Zilla parishads in the state but since one and half years there are no peoples representatives and hence the administration in the villages has collapsed completely.

There are oral instructions that no permanent constructions like cement roads ,drains and other type of roads should not be built The instructions were that the funds should be used only for the suppy of drinking water.

The poor sanitation has allowed the mosquitoes to spread  and along with them there is a spread of viral fevers like malaria , Typhoid , and Dengue . There is a spread of encephalitis also due to the increase in the number of pigs rummaging  in the dirt and garbage.

There are no people’s representatives who would have brought pressure on the MLAs and Ministers to represent to the Govt to release the funds.

Dr. U. Prasad Rao the chief of State Epidemics Dept said that sanitation is a  fundamental requirement in a society .Lack of sanitation leads to the spread of many diseases. Sanitation drives in residential areas in towns and villages have to be constantly taken up otherwise they will have a negative impact on the public health he said.
