Telangana Budget 2019: Highlights From KCR Speech

Hyderabad: Presenting the 2019-20 Annual Budget in the Assembly on Monday, Telangana Chief Minister K Chandrasekhara Rao said changes have been made in this final budget and the total budget outlay was Rs1,46,492.3 crore .

Speaking during the presentation, he said that the budget reflected the economic realities facing the country and the State. "Recession is affecting all sectors of the country. While many states in the country are heading towards recession, Telangana's growth rate is remarkable," he said. He also expressed hoped that the situation would soon improve. Newly appointed Finance Minister T Harish Rao presented the State Budget in the State Legislative Council.

KCR Budget Speech - Highlights

The session commenced at 11.30 AM with Speaker Pocharam Srinivas Reddy and offered floral tributes to poet Kaloji Narayana Rao’s portrait at the Assembly Lounge.

* Speaking after launching the budget in the CM KCR Assembly said that the State of Telangana State was in top position in all sectors. The State had developed steadily in five years.

* Telangana Budget outlay was at Rs 1,46,492.3 crore.

* Revenue expenditure was Rs 1,11,055 crore and capital expenditure was Rs 17,274.67 crore.

* An additional growth rate of 6.3% was achieved this year.

* 8.1 per cent growth in agriculture sector in 2018-19.

Budgetary Allocations

* Rs.12,000 crores for the farmer's scheme Rythu Bandhu.

* Rs 6,000 crore for crop loan waiver.

* Rs. 2,714 crore allocation for Grama Panchayati.

*1,764 crore for municipalities.

* Rs. 1,336 crore per annum for Arogya Sri health scheme.

* Rs 1,137 crore for farmers' insurance premium payment.

* Rs 9,402 crore for Aasara pensions.

*Growth rate of 11.05% in the IT sector 2018-19.

* By 2018-19, Rs. 10 lakh crore IT exports are predicted.

* Thousands of water bodies, lakes have been restored because of Mission Kakatiya.

* Gurukul school students receiving corporate education.

* Number of police commissionarates increased to 9.

* Increased the number of police sub-divisions to 163 and the number of police circles to 717.

* Increased the number of police stations to 814.

* Revenue has greatly reduced revenues to the government due to the severe recession in the country. The budget has been designed to keeping in mind the current financial situation. We expect the situation to improve in the coming days and earnings will increase, he said.

* Immediate payment of dues in all sectors and appropriate allocations would be made in the budget to make these payments.

* Decision to undertake new works only after paying dues.

* Expenditures will be made according to government guidelines and subject to restrictions based on the funds available.

* Expenditure will be based on clear instructions from the Finance Department to Ministers and Secretaries.

* Government has spent Rs 20,925 crore towards free electricity to farmers.

* The State government has borne a debt of Rs 9,695 crore because of the Uday Scheme

* Dues of Rs 5,772 crores by Singareni to power companies was borne by the State government.

* Rs. 5,37,373 crore spent towards development and welfare of the State in the last five years.

* Received only Rs 31,802 crore for implementation of central government schemes.
