Hyderabad Police Advisory For New Year Party Revellers

Hyderabad: City Police Commissioner Anjani Kumar said that the party organsiers for the December 31 New Year Celebrations in the city should adhere to certain rules while conducting there parties or events across the city with special reference to sale of drugs, alcohol and other psychotropic substances and also warned of strict penal actions for violations of these guidelines.

Celebrate the new year, but in a ‘decent manner’, he said while announcing a list of ‘Do’s and Don’ts for managements of hotels, clubs and pubs with regard to New Year celebrations, the Commissioner said no event should be conducted without permission from the police.

The Commissioner of Police, Hyderabad has issued the following guidelines to the managements of 3 Star & above Hotels, Clubs and Pubs with regard to New Year celebrations on the intervening night of 31-12-2018/01-01-2019.

1. The managements of 3 Star & above Hotels, Clubs and Pubs who are going to conduct events/programmes should apply to the Commissioner of Police, Hyderabad for grant of permission to the undersigned well in advance i.e. at least (15) days before.
2. As per A.P Public Safety (Measures) Enforcement Act, 2013, the organiser will ensure that CCTV Cameras with recording facility is installed at all the entry & exit points of establishment. CCTV Cameras will also be installed with recording facility at parking places.
3. The organizers & managements should provide adequate security guards
Inside their establishment.
4. Decency of apparel, decency of dance and decency of acts, gestures, words has to be ensured by organizers. There should not be any obscenity and nudity in any performances.
5. Sound levels to be maintained at 45 decibels and less.
6. The organizers are warned not to allow any fire arms at the venue of event.
7. The organizers should ensure that passes/tickets/coupons should not be given in excess, granted than the capacity leading to law & order problem.
8. Special parking arrangement to be made by organizer for free flow of traffic.
9. Orderliness to be maintained by organizer inside the venue.
10. No minors to be permitted in programmes organized for couples and in Pubs and Bars.
11. Organizers of programmes are strictly warned that any member making use of drugs or Narcotics and Psychotropic substances party and if managements fail in prevention it will lead to culpability of management and action will be taken as per law. Organizer should pay special attention on parking areas & other places where drugs are clandestinely sold.
12. The Organizers should appoint adequate number of security guards for taking care of systematic parking inside premises as well as to regulate Traffic in front of the entry and exit gates.
13. They should not serve liquor beyond the hours permitted by Excise Department.
14. It is the responsibility of the Management of Pubs/Bars to make necessary arrangements to provide Drivers/Cabs to the customers who are in drunken state to reach their destinations safely.
15. There should not be any display of fireworks.
16. Liability for any loss, damage, nuisance etc. life and property as a sequel to functioning of the establishment will rest with the applicant.

THE FOLLOWING ADVISORY TO BE DISPLAYED BY MANAGEMENTS OF STAR HOTELS, PUBS, CLUBS AND BARS AND RESTAURANTS AT ENTRANCE AND INSIDE THEIR ESTABLISHMENT

(a) Drunk driving is an offence U/s 185 M.V. Act and as per section 185 (A) of M.V Act:
(a) Limit is 30 mg/100 ml of blood i.e., 30 micrograms/100 ml of blood. Anything above that, as recorded by a Breath Analyzer is drunken driving.
(b) The vehicle will be seized and the customers will have to go home by some other conveyance.
(c) The customers (respondents) will have to come to the Police Station next working day and will be produced before the Magistrate along with the charge sheet.
(d) Following punishment can be awarded:

->Fine for first offence is Rs.2000/- and / or 6 months imprisonment.
->Fine for second offence is Rs.3000/- and / or 2 years imprisonment.
->Driving licence will be suspended for 3 months and above
(e) Entire process may take 2 to 3 days during which time the customer’s vehicle will not be available.

The concept of “designated driver for a day” who can safely take home co-passengers without himself/herself indulging in drinking beyond limit to be explained to the customers as well as displayed at prominent places for their safety.
