Petition against Telangana govt. over arbitrary appointment of vice-chancellors for state universities

Hyderabad: A retired professor from Osmania University has filed a petition against the government for implementing its own norms for appointment of vice chancellors of their choice.

The petitioner Dr D Manohar Rao has made all the Telangana universities as its respondents.

S Sriram, the petitioner’s counsel told the bench that the state government has conferred itself with arbitrary powers in selection of chancellors for various universities.

The counsel further said, according to UGC norms a professor must have 10 of experience but the state government has ruled fresh norm allowing it to five years and even allowed persons with administrative experience.

“There is no prescription on who is eligible and who is not. Thus, the legislature abdicated its legislative power in favour of the government, which is impermissible in law,” he argued before a Division Bench comprising Acting Chief Justice Dilip B Bhosale and Justice A V Sesha Sai.

The matter is adjourned for Thursday for further hearing on its admissibility.
