Hyderabad: This year's Civil Services all India 3rd ranker Ronanki Gopalakrishna has stated that he is physically handicapped and he has been certified by Srikakulam District Medical Board as a Permanent Locomotor Disabled Person in 2002 when he met with an accident and suffered a serious injury to his right hand.

In his counter to a petition filed by an advocate in the Hyderabad High Court, Gopalakrishna said his physically handicapped status has also been confirmed by King George Hospital, Vishakapatnam and RIMS, Srikakulam besides Osmania General Hospital, Hyderabad. He said he availed of the physically handicapped quota for teacher post he got in 2006 and also in APPSC Group-1.

"The UPSC has allotted me 3rd rank only after a thorough verification and the allegation that my claim is fake is baseless," Gopalakrishna said and urged the court to dismiss the petition after imposing penalty to the petitioner.

It may be recalled that a PIL was filed by M. Muralikrishna, an advocate from Secunderabad stating that Gopalakrishna's claim as a physically handicapped person was false. A bench headed by Acting Chief Justice Justice Ramesh Ranganathan issued notices to Gopalakrishna and UPSC for counters.

The court will pronounce its verdict in the next hearing.

The 30-year-old Gopala Krishna Ronanki, son of Ronanki Appa Rao and Rukminamma of Parasamba village of Palasa block in Srikakulam district got all India third rank in Civil Services-2016 exam and he is now undergoing training.
