Highlights of YS Jagan's maiden speech in Assembly

Leader of the Opposition YS Jagan Mohan Reddy has systematically dismantled the claims made by the TDP government through the Governor's address. A stung ruling party tried to obstruct him in every which way. Undaunted, Jagan plodded on. 

Excerpts from YS Jagan's speech:

The recent elections were held under special circumstances. The Congress was wiped out and the election was fought between two opposition parties - the YSRCP and the TDP. (TDP should govern, not rake muck!)

  • The TDP was benefited by the crop loan waiver promise and Modi wave, while the YSRCP was smug and that cost us dearly.
  • The farmers in the state believed that Chandrababu would announce loan waiver immediately after taking oath as CM with a fond hope of launching their Khariff operations in time. But with Naidu adopting delaying tactics through committees on the issue, the farmers are now worried that they may be taken for a ride by Chandrababu Naidu who may pass the buck on to the Centre for his failure to implement it
  • He referred to Chandrababu's advertisement spree where the TDP claimed that Chandrababu would bring jobs and that there would be waiving of all crop loans.
  • Thousands of people are on the verge of losing their jobs in the state let alone think of people getting new jobs with Naidu's arrival as CM.
  • Showing a letter sent by Chandrababu, Jagan said that Chandrababu Naidu had promised that unemployed would be given Rs 2000 per month till they secure jobs. He wanted Chandrababu to fulfill that promise too. 
  • The people of the state are anxiously waiting for the election promises to be fulfiled. Women were waiting eagerly for DWCRA loan waiver, he said. The farmers are worried over the recent observations of the RBI on the issue of crop loan waiver.
  • Termination notices were served on 24,000 model farmers, 9000 field assistants working in the NREGS, 3600 employees of the Housing Construction Corporation and 700 employees working in Jalayagnam schemes.
  • The TDP talked of equal justice to both the states, but they had also supported the T Bill. Why did you support the Telangana bill? The TDP had supported those who supported the division of the state. 
  • Jagan demanded that Chandrababu should stay put in Delhi and exert pressure on the Centre to derive benefits for AP. One Cabinet minister should be stationed in Delhi to lobby with the Central Government.
  • During the TDP regime what was revenue deficit every year. Not even a single welfare scheme was put in place. Past is past. Now, we should concentrate on the development of the state.
  • Quoting from the Governor's speech, Jagan recalled that sadly the last decade also witnessed several lost opportunities on the fiscal front for the state, particularly in the domain of allocation of natural resources and failure in optimizing in public finances.
  • When the farmers go to the banks for loans, the bank officials are asking them to pay back the previous ones. Where is the loan waiver?
  • Referring to late YSR, it is not proper for anyone to blame a person who had died.
  • If needed, we can discuss on mining issue specially.
  • Government statistics themselves reveal that state has made considerable progress after Chandrababu was defeated in 2004. Central Statistical Organisation figures show that YSR rule was better than that of Chandrababu.
  • Economy fared better during the YSR regime than in Chandrababu regime.
  • While the growth rate was 5.72 per cent when Chandrababu stepped down as CM, it went up to 8.23 during YSR regime as against a national average of 7.56 per cent
  • As per the human index, AP fell down to 10th position from 9th position during 2001 when Naidu was at the helm
  • The gross per capita income went up to Rs.89, 214 in YSR regime from Rs. 25, 321 in Naidu period.
  •  As the debt ratio in the GDP came down to 22.4 per cent in YSR period from a whopping 32.4 per cent in Naidu régime
  •  I am requesting government to do good for the people and fulfill all of its election promises. Our support will also be there for the government to do so. 
  • He asked the Government to implement the TDP promises on hiked pensions for the differently abled, widows and the old,  monthly allowance of Rs.2000 to the jobless and free education form KG to PG.
  • YSR strove to benefit every poor person irrespective of caste and creed and politics. He helped them through saturation process. Till his last breadth, YSR had tried to benefit all sections of people. After YSR came to power, the number of ration card holders went up to 2 Cr 35 lakh from 1 Cr 20 lakh. I hope that the present ruling party should work in same way to help poor.
  •  While his predecessors could build barely 2 lakh houses, YSR was able to construct over 10 lakh houses.
  • Capital city does not mean Secretariat, High Court and Assembly
  • At least nine districts in Andhra Pradesh are backward ones. Centre’s support is must for the development of the state.
  • We did not promise on loan waiving as we felt that cheating the farmers is not proper. We thought that waiving off loans to the extent of Rs. 2 lakh crore is not a possible thing.
