Assembly approves vote-on-account budget

The state assembly on Tuesday approved the vote-on-account budget which will come into force from April 1.

Finance Minister Anam Ramanarayana Reddy on Monday tabled proposals for Rs 34,675 for the expenditure under vote-on-account budget. The vote-on-account was necessitated as the standing committees, which came into existence for the first time, may forward recommendations on the budget allocations. 

The second phase of budget session is likely to commence on April 23 and by then the vote-on-account will come into force. The House will be approved on May 2. So far about 12 standing councils have been constituted to make recommendations on the budget allocations. 

However, both Houses, Governor, cabinet, General Administration, judiciary, finance, planning department, information and endowment departments will not be under the purview of the standing councils. The above departments will be maintained by the assembly. Though there was no mandatory to approve the recommendations made by the standing councils, the government will make some changes and additions during the budget after the verification. 

The responsibility of the standing council will be completed with just recommendations. However, the responsibilities of the standing councils are more widen in the Parliament as they will function throughout the year unlike State councils. The government will decide whether to follow the Parliament or not with regard to standing council after observing their functionalities.
