AP Submits Complete Budget Against The Asked Vote-On-Account

Amaravati: As per the law, governments should submit a vote-on-account budget during the election year. But the Andhra Pradesh government, under N Chandrababu Naidu, has gone against the Indian Constitution and submitted the complete budget instead of the vote-on-account budget.

Finance Minister Yanamala Ramakrishnudu and Urban development department minister P Narayana have put forward the state budget for the year of 2019 in the state Assembly on Tuesday. It is reported that the government, already in insurmountable debts, has come up with a budget adding assets which have not generated any revenue.

Minister Yanamala Ramakrishnudu has presented the complete budget with Rs 2,26,177.53 crore. In the budget Rs 2099.47 is mentioned as the revenue deficit and Rs 32,390 as the fiscal deficit. The budget seems to be filled with imaginary statistics and huge allocations, it is learned.

Right before the elections, Chandrababu has come up with a new welfare scheme called Annadata sukhibhava, under which Rs 5000 crore have been allocated. This is similar to Navaratnalu being announced by the leader of the opposition Andhra Pradesh Assembly and YSRCP chief YS Jagan Mohan Reddy. Under this scheme, YS Jagan has promised to pay Rs 12,500.

Chandrababu has not implemented the loan waiver which was promised before the 2014 elections but is getting ready to hoodwink the farmers with the new scheme.

Knowing that this welfare scheme cannot be implemented before the elections Chandrababu has announced it to deceive people. YS Jagan has stated in the padayatra that a separate corporation will be set up for the BCs, Chandrababu has copied the same in the budget and announced corporations for other castes.

Yadava, Turpukapu, fishermen communities and many other communities will have corporations, according to the budget. TDP government which did not heed the issues of BCs in the last elections have come up with corporations for various communities in the vote-on-account budget.

Chandrababu promised a loan waiver to the DWCRA groups before elections, but after attaining the Chief Ministership, he said loan waiver is not possible. However, he assured that every woman will be given Rs 10,000 as investment fund in the past four years, but never delivered it. Right now Chandrababu is distributing outdated cheques to women.

In the current budget, they have allocated Rs 1,100 crore when the loans without interest are at Rs 2,350 crore.  The government has not cleared the arrears from the past two years and has decided not to allocate any funds to clear the arrears in the fresh budget.
